I've seen the game before, but can't remember it. The only thing that comes to mind is Fable, but fairly certain that's not it.

It's Japanese.

It's very Tales-like but not a Tales game.

This is a very underrated overlooked game, but that's just my opinion. edit: I think it's well regarded by people who have actually played it, so underrated is probably the wrong word.

Hint:  The prequel to this game is often seen as the grandfather of all modern space sims, and is often mentioned in Retro Gamer magazine (I mentioned it in my last blog post).  This game, while not as famous, is still an incredible feat, and was ported to the current 16-bit computers at the time (Amiga, Atari ST, and the IBM-compatible PC), as well to a single game platform (Amiga32).
