Gaaah!  Just by going on your description I would have to say Japanese, based on the fact you called it an SRPG (aka, the Tactical RPG ,which is pretty much a genre the Japanese created).  Going by the screenshots I'd have to day it was NES, but it could also be MSX.

It just doesn't look western to me at all.  I don't know.  Hoping that my mumblings inspire someone, because I'm tapped out.
