What CD based systems?  I don't do repairs myself, but I've had a lot of work done on a lot of systems (laser replacements, cap kits, video mods, etc) so I can probably point you in the right direction depending on what system.

Actually The laser will check to see if a disc is in the unit or not before it spins.  I would lay a bet the the laser units are bad.  Depending on what they are, you may be in a pickle.

Although I am no expert.  I do repairs on cartridge and disc units in my area.

I've never had any luck repairing dead lasers. I've gone into a bunch of consoles and tried to adjust the laser pentiometer with my multimeter, but it was always a waste of time, so I stopped doing it. Sometimes it can be worth it to try to Frankenstein two or three broken consoles into one working one.
