http://www.imdb.com/title/tt0265752/They have it listed as "Wolf Girl," with an alternate title of "Blood Moon." So, it was one of the ones I was looking at. Indeed, it looks pretty darn bad. I'm pretty surprised the library would get something like that. I know they get some really bad movies, but that's taking it to a new level. (Or is it? The Legend of Bagger Vance was pretty awful and the library had that.)
It floors me that instead of getting classic and influential cinema, the library gets all the crap that every Blockbuster has. Why not get silent classics, Criterion DVD's, and rare movies so that the monumental stuff out there can be preserved, rather than just letting people who are too cheap to rent Good Boy! save two bucks?
