I see something you didn't notice I guess, there is a purple square on the screen, so it is on a PlayStation. Its graphics remind me of Tropico, but I know it is not that.

This looks like an interesting game, saying that I kind of became obsessed with figuring out what it was so I could look into reviews of it, and after two days of searching...

Yes, it is Battleworlds Kronos.

I picked up the PS4 ver for $9, and I was interested because it was an indie RTS that aimed toward the more experienced hardcore crowd.  Turns out that I am not a part of that crowd Smiley

The core gameplay design is competent enough - movement, range, attacking, etc. but the tutorials kinda sucked which is a problem in a ported game designed to punish poor decisions and where new unit types are thrown at you with little time to safely figure out their abilities and limitations.  Also, the missions are long.  I stopped at mission 3 because the game throws an escort mission at you, which even the game complains about.  Maybe I will come back to it when I have more patience or RTS experience.  BWK is the company's first game and it does show at times, but I think a n RTS fan will get a lot more out of it that I have so far.

By the way, if anyone likes button mashing track and field games, this is a solid title (and still available on the NES challenge)
