It's related to Final Fight, and in specific, the characters in the screenshot. It's not Final Fight, though, it's a combat racing game.

you said combat racing, so my curiosity was piqued. After a little research, I've found it too, but I think either Addicted should get to go, or someone who finds it without having to do a bunch of digging.
