Alright, last time I checked (I may very well be wrong about this), developer kits were illegal to sell, say, on eBay, right? If so, then wouldn't beta / developer game cartridges (like California Grapes for the NES) be illegal to sell as well?

I don't think you can sell the kits either. Same goes for the carts.
