Look into a program called winundelete.
It lets you recall deleted data.
If it goes thru the trashbin or is shift-deleted.

I don't thik this was the one i had before but here is a link to one product if your really interested at what use to be on there.

If they reinstalled windows, they probably formatted the hard disc before hand. It's not like they could throw the previous installation in the trash bin.
